Contractual democracy is a presidential-type executive power, elected on the basis of a program that the government is OBLIGATED to fulfill, under penalty of being destituted of its responsibilities by a legislative Assembly composed of independent deputies representing only their own voters.

The executive power is the Government. It is the Prime Minister, a Party candidate, elected by universal suffrage, on the basis of a program which he MUST fulfill.

The Prime Minister appoints his team (Cabinet) who must bring the competence of choosing the means.

The legislative power is the National Assembly. It is the deputies who are our spokespersons and of whom we do not demand the competence to provide the means, but the integrity and the intelligence to understand.

The sovereign Assembly legislates on propositions from the executive, controls the actions of the Government, revokes it if it does not fulfill what it promised.

A two-level election like in the United States, in two rounds like in France, distinguishes clearly between the election of the executif power from that of the legislative power.

An Advisory Chamber brings together the representatives from each party, who not having formed the Government, have nevertheless obtained 1% of the popular vote at the first round for the election of the Prime Minister. They may put forward their representation to the Assembly each time it is asked to make decisions. The government and the deputies are elected to a four-year term.
