Representative Democracy no longer inspire confidence nor meet our needs. Henceforth, those who govern must have a thorough knowledge of the stakes in order to decide on the means to utilise. But, those who are elected do not have this knowledge since their own specialty is to be politicians:
to become elected is a full-time job. Those who are elected then define the goals which seem politically profitable and leave the choice of the means to attain them to the senior civil servants.
However, the senior civil servant also doesn't know, himself, what is at stake with regard to education, health, or finance. The one who knows this is the "professional" who is located several levels below in the hierarchy and who is not consulted on the decision-making and is only expected to execute.
The senior civil servant's daily task is to manage hundreds and thousands of employees and a budget of millions or billions of dollars: the senior civil servant has to be an administrator and it is the "administrative logic" that prevails when he makes a decision.
The choice of goals and the means to attain them being so closely tied toget her, the goals defined by the people's representatives but which do not satisfy the administrative logic are then reformulated to suit the system's needs. In fact, they are set aside.
Representative Democracy doesn't function any more because we are no longer governed, but rather, over-administrated.
Those who know can't act, those who can act don't know... and the politicians, who are helpless, are fired by voters for decisions which they did not really make... when the real decision-makers, the mandarins who, above all, do not want any changes but only the system's perpetuity and functioning without any disruptions, never carry the responsibility of their indecision.
We have to be able to submit goals and objectives to be reached to the people. This mandate of reaching the objectives must be given to "those who know", to experts who will have the responsibility to decide on the means to achieve these objectives. However, they must also be held accountable for their decisions to the electorate.
Let those who pretend to know form their own Party. Let each Party present an action plan that specifies the goals and objectives aimed for, the programs to be implemented, the budgets broken down by ministries and by programs, all the taxes that will have to be required to reach these objectives, and all other pertinent details regarding their realisation. The population will vote nation-wide for the Party to whom it wants to entrust the government, giving it the imperative mandate to proceed with its plan. The election must be a contract between this Party and the people.
At the same time, in each political riding, the population will choose a representative (deputy) who will not be bound to any party and whose allegiance will be only to the people who elected him. The task of these deputies forming the National Assembly will be to vote in the laws proposed by the government and ensure that it follows its plan and respect all its promises. Sould it not do so, the National Assembly, representing the people, would be empowered to revoke the government and call a new election. That is Contractual Democracy.
Proposition:
Representative Democracy no longer meets our needs. A "CONTRACTUAL" democratic system is required. The government shall be elected on the basis of a program that it MUST execute, under penalty of revocation by the National Assembly, itself composed of deputies who shall have no allegiance to a political party and will only be accountable to the electorate.
