The democracy that we pretend to have today no longer inspires confidence and no longer answers to our needs.Why?
Beause those who are elected no longer have the true power of decision. It would be their role to implement the program that the population had chosen by electing them and to install the means to achieve it, but they cannot do so.
The elected have become powerless... and a useless intermediary. Useless, because a specialized knowledge of the problems is required in order to make the choice of the means to be applied. The elected do not have this knowledge, because their own specialty is to be politicians.
Getting elected is a full-time job and if they wanted to also know the subtleties of education or finance, the Ministers would not be doing their work as politicians. The elected delegate the decisions to choose the means to senior civil servants.
But those high-level decision makers are specialists in administration; not in education, finance, or whatever else, because their mission is to manage hundreds and thousands of employees and a budget of millions or billions of dollars. The senior civil servant is only an administrator! Then, who knows the aspects of finance, education, justice, etc. ? Those who do know are the civil servants at the "professional" level, who are situated at several lower levels in the hierarchy and they are not consulted when decisions are to be taken, but only when it is time to justify them.
Because decision-makers are administrators, it is administrative logic that prevails when they decide on the means: programs, criteria, procedures, etc. But the choice of goals and the means to achieve them is inextricably tied together and goals that satisfy the administrative logic are attended to first. Those that do not demand an optimal utilisation of available resources or are perceived as being impossible to reach are then "reformulated" to adhere to the system. In fact, they are set aside.
Representative democracy no longer works because it has led to a situation where we are no longer governed, but are overly-administered. Those who know "cannot", and those who can "don't know". Powerless politicians are discarded for decisions that they did not really make. The real decision-makers, the mandarins, who are certainly against change and want to keep the perennial status of the system and its functioning without disturbance, carry no responsibility for their indecision.
People have to be presented with choices and must decide on the objectives.
This mandate to reach the objectives must be
entrusted to "those who know", that they be given
formal responsibility to decide on the means, and that they be
held accountable for their decisions, directly to the electorate.
