We believe that people are quite capable of choosing by themselves that which they prefer among the various types of coherent politics they are presented. Otherwise, there is no more reason to talk about democracy.

What we would then need, is that each political party - and that there be as many as we want - propose a clear and coherent platform for the next four years, and that the people choose among these various options. That each party clearly explain its vision of the objectives to be attained, specify the budget of its ministries as well as all the taxes it will require to finance its proposed activities.

Instead of choosing among vague promises - which in any case will not be kept - we could choose among real action plans, such as the one by the elected party which SHOULD BE realized. The plan proposed by a party would be an offer of services that a party believes itself capable of realizing in terms of objectives, to the people who would then give it the mandate. The election would become a contract.

Should the government not realize its programs within the time and costs stated, with a reasonable margin of error, it would be dissolved and another election would have to be held. In this system of electoral contract, it is the people who would choose the direction it wishes to take.

A party proposes a plan and a candidate for the Presidency, who if elected would, like in the U.S., have the responsibility to implement the plan and designate the ministers. However, unlike the american regime, the candidate could, if he wishes, indicate to whom he will assign various ministries and programs. We can see readily that a party that presents a team of prestigious personalities ready to occupy the various functions within his administration, would have a higher credibility. And this is just as things should be.

The deputies (representatives) ? They represent the voters, watch and question the government; when the government submits the final text of the laws, it is they who decide whether it is in agreement with what was promised. Some deputies are also assigned by the Assembly to monitor the work of each ministry. The people are the clients, the government is the expert, the deputy, on behalf of the client, checks the work. If the Assembly votes an annual evaluation which proves negative with regard to the government's performance, the government is revoked.

Once the mandate is completed, there is an election. The elective process for the Prime Minister, his program, and the deputies, would begin 60 days before the end of the government's mandate. It would begin with publication in all newspapers, of the programs from each recognized party, and the qualifications of each candidates to the Assembly in their respective riding. The candidates would not represent a party - which would be a nonsense, since they are required to apply impartial judgement of the government's actions - but would be independents and presumed elected for what they are: for their experience and their credibility.
